Mandate: immutable preservation, integrity assurance, and audit-ready retrieval of all verified records, evidence, and institutional outputs. This department is the Ministry’s memory—the vault that prevents records from being quietly lost, degraded, or rewritten.

Core function

Archival operates as a civilian-grade archival authority with legal survivability in mind, treating records as assets whose value grows because they resist erasure, revisionism, and institutional amnesia. If intake is the front door, archival is the vault that keeps the evidence defensible for years, not news cycles.

Preservation applies to verified and institutional outputs that have passed intake or are governance records.

Versioning, retention, and auditability

Records evolve by addition, never substitution. Corrections are explicit, prior versions remain accessible, and retention defaults to long-term or indefinite. Access and retrieval actions are logged and exports include artefacts, custody ledgers, and histories.

Governance and risk posture

Archival assumes future scrutiny will be harsher than present scrutiny. It is designed to survive bans, pressure, and the passage of time so the Ministry can always demonstrate an unbroken chain: the record existed then, and it exists now.
