Pro Bono Case Files

Pro bono work is limited-scope, selectively accepted, and governed by the same evidentiary standards as commissioned and public-interest work. The Ministry does not provide legal representation, campaigning services, or narrative support. It provides structured investigative clarity where capacity gaps and power asymmetries would otherwise bury the record.

Acceptance Doctrine

Selective support, not open-ended advocacy.

Pro bono acceptance depends on feasibility, public-interest value, safety, lawful basis, conflicts, proportionality, and whether the Ministry can add clarity without becoming an advocate or representative.

Accepted where appropriate

Matters involving vulnerable parties, institutional opacity, capacity gaps, or records that need preservation and disciplined reconstruction may be considered where the work can be bounded and safely handled.

Governed scope

Every pro bono matter requires a defined question, evidence boundary, handling posture, and exit condition. Scope creep is refused because unfocused investigations create risk for everyone involved.

Same rulebook

Pro bono work receives no evidentiary discount. Claims still require sources. Personal data is minimised. Corrections remain visible. Unproven material stays labelled as unproven.

Refusal retained

The Ministry may decline or terminate work where the matter is unsafe, unlawful, unsupported, retaliatory, harassing, politically manipulative, or outside available capacity.
