They explain how evidence is received, how cases are scoped, how conflicts are screened, how personal data is handled, how sources are classified, and how investigations are limited before publication is considered.
The principle is simple: evidence first, claims second, publication last. Public records are not automatically public-safe, and analytical signals are not allegations.
